We have formed a strong relationship, an Inter-Ministerial working relationship to harmonies and get the best of every policy direction. The Economic Management Team comprising a crack group of thinkers and financial experts with relevant and related responsibilities come together to see how we can advise the government. It is no longer the primary responsibility of any MDA, because it is obvious that there is going to be a deficit. It is also obvious that we are leveraged and that the market is resistant to lending because of the significant borrowing that we have done especially in the face of dwindling revenue.
As a strategic direction, we are looking at Contract Financing. Once we have this in place, it means we can achieve what we want to achieve and pay back over a few years. We are looking for contractors who have capacity to do that without overburdening us. We mitigate the risk of devaluation by so doing. Otherwise if we run it solely, we will end up with a lot of abandoned projects and that is not healthy for the system.
